How does Site Admin advocate the number of "users" who access a site

I have done a site report to check on what sites have been recently accessed. In the users column i see some columns with N/A and some with 0 as a value. When i checked a site with 0 Users i could see there was a number of users who have access to the site but maybe they have not accessed in a certain period ? how is this defined and why is it 0 ? What are the criteria for the value to be 0, is it 0 if no one has accessed in over a year or something ?
