FYI - As of August 24, 2015 this archive appears to be corrupted. I've tried downloading it through multiple browsers, on multiple computers, and each time I try to extract it I'm told it's corrupt. The 9020 CAB downloads and extracts just fine for me.
I downloaded it with Chrome and extracted with Winzip without issue. What errors are you seeing?
IE errors out halfway through download; it will let you "resume" but when WinRAR tries to extract the contents it says the file is corrupt. This process worked fine with the 9020 Win10 CAB. Downloading in Chrome allows the file to download, but extracting the contents with WinRAR again gives "The archive is corrupt" as the error. Windows Explorer can't "open" the file either, to view the contents (running Windows 8.1). I downloaded WinZip specifically and I get "The following file could not be opened or is not a valid Zip file".
