TPM activation problems on Precision Tower 3420

Hello, I just wanted to see if anyone else is having problems activating TPM on a Precision Tower 3420 with the CCTK tool.  Using the latest 3.3 CCTK on new systems that have never been imaged, and activation is failing with these errors:

Process completed with exit code 119

Failed to run the action: Dell Activate TPM. The system does not support the command requested. (Error: 00000077; Source: Windows)

Anyone know of a resolution?  The description on Dell's site for exit code 119 is "The option '%s' is not available or cannot be configured through this tool."
