RE: graphic problem
The Latitude E4300 only comes with the Intel Intergraded Video Card. There is no upgrade from what I can tell.
If you didn't install the driver from the Dell Support site give that a try.
When do you notice that the Graphic Lags? is it during video, games, or just everything?

RE: graphic problem
That is the problem with Notebooks, alot of the time you can't do the normal upgrades that you come to expect with a desktop system. There are Desktop replacement notebooks on the market from Dell, and other Companies that will allow you to change the video card, but there are not alot of them out there. They also usually come with a heavy price tag.
