Background Intelligent Transfer Service missing!!!

Hi,

I've got a Dell Inspiron with 64-bit Windows 7. My Windows Update is not working and I get an error message 80246008 and on top of it all, my BITS is missing, can't find it anywhere...

Have tried to follow the steps in Help and Support without any luck, also tried the Fix It-program without luck as well.. Really need help with this and hopefully avoid restoring the laptop to it's original factory state...

This is really annoying, haven't been able to update any vital files at all...

Because of these issues my McAfee firewall's not working either...

 

Please help as soon as possible!!

    Thank you for your response. Since none of the steps worked out, so we have to restore the computer back to its original state. Here are the steps:

    Note: We would advise you to take a complete backup of your data (pictures, music, videos, and documents) as this step leads to complete data loss. Please disconnect any external peripherals (flash drives, printers, external hard drives) as well.

    To perform PC restore:

    1. Restart PC, press <F8> 3-4 times when the Dell logo appears.
    2. Advanced Boot Options menu appears, ‘Repair your Computer' is highlighted, press Enter. (Use the arrow keys to highlight your choice)
    3. Windows is loading files screen appears. Wait for it to load.
    4. System Recovery Options prompt appears. Specify the language and keyboard input that you want, and then click ‘Next’.
    5. Log in as a user with the administrative credentials; select the username from the drop-down list, type the password and click OK.
    6. Choose a Recovery Tool Window appears, select Dell Data Safe Restore and Emergency Backup.
    7. The Welcome screen will show 2 options; Restore computer and preserve my new or changed files and Select other System Backup and more options. Select the second option (Select other System Backup and more options) and click Next.
    8. The next window shows these options; Backup Files and folders and Restore my computer. Select ‘Restore my computer’.
    9. Select the Factory Image and click ‘Next’.
    10. The next window shows 2 options; 'Preserve new or changed files before restoring to selected System Backup' and 'Restore without preserving new or changed files'. Select the second option (Restore without preserving new or changed files) and click Next.
    11. A prompt appears stating that your computer is about to be restored all data currently on your computer will be deleted and replaced with your selected Full System Backup. If an Emergency File & Folder Backup was created, it will still be saved in the location you selected. Click 'Yes, continue' and click Next.
    12. PC restore will initiate. Once done, click Restart.
    13. Follow the onscreen instructions to create a user account.

    Since you are not able to install windows updates, first run the troubleshooter:

    1. Click Start.
    2. Click on ‘Control Panel’
    3. On View by: choose Large icons
    4. Click ‘Action Center’
    5. Click ‘Troubleshooting’
    6. Under ‘System and Security’, click ‘Fix problems with Windows Update’, follow the onscreen instructions

    If the above steps do not work, then perform the below mentioned steps.

    Check for the Services if it is started or stopped:

    1. Click ‘Start’
    2. Click ‘Control Panel’
    3. Click ‘System and Maintenance’
    4. Click ‘Administrative Tools’
    5. Double-click ‘Services’
    6. Double click the service "Automatic Updates"
    7. Click on the Log On tab, please ensure the option "Local System account" is selected and the option "Allow service to interact with desktop" is unchecked
    8. Click on ‘General’ tab
    9. Ensure start up type is ‘Automatic’
    10. Click on ‘Apply’, ‘Ok’

    Then, go to Services using above step #1-5, and enable Background Intelligent Transfer Service,

    1. Right-click the Background Intelligent Transfer Service (BITS) service
    2. Click ‘Properties’
    3. Click on ‘General’ tab
    4. Next to Startup type, make sure that ‘Automatic’ is selected
    5. Next to Service status, check to see if the service is started
    6. If it is not, click Start

    Now, ensure that Windows Event Log service is started:

    1. Go to ‘Services’
    2. Right-click the Windows Event Log service
    3. Click ‘Properties’
    4. Next to Startup type, make sure that ‘Automatic’ is selected
    5. Next to Service status, check to see if the service is started
    6. If it is not, click Start
    7. Restart the computer

    Now Register the DLL files,

    1. Re-Register the Windows Update DLLs
    2. Click on Start
    3. Type ‘cmd’ in the Search for programs and files box
    4. Right click on ‘cmd’ and choose ‘Run as Administrator’
    5. In the ‘cmd’ window type "REGSVR32 WUAPI.DLL" (without quotation marks), press ‘Enter’
    6. When you receive the "DllRegisterServer in WUAPI.DLL succeeded" message, click OK.
    7. Please repeat these above steps for each of the following commands:
      REGSVR32 WUAUENG.DLL
      REGSVR32 WUAUENG1.DLL
      REGSVR32 ATL.DLL
      REGSVR32 WUCLTUI.DLL
      REGSVR32 WUPS.DLL
      REGSVR32 WUPS2.DLL
      REGSVR32 WUWEB.DLL

    Note: If you get any error message while registering DLL’s, please ignore the same & proceed with the next one.

    thanks for your swift reply.
    Wasn’t able to start the system and security.
    And when I started the Administrative tools and then Services
    I weren’t able to find Automatic Updates, it wasn’t in the list at all, as well
    as BITS. So, I wasn’t able to perform any of these steps.

    Thank you for your quick response. You mentioned that there were issues with Mcafee,

    Let’s try the following steps:

    1. Power off the computer
    2. Restart the computer, tap F8 on Dell logo 2-3 times
    3.  This will take you to ‘Windows Advanced Boot Options’
    4. Choose ‘Safe Mode with Networking’ in the Advanced Boot menu(F8)
    5. When Windows finishes loading in Safe mode with Networking, check if you are able to connect to the internet in "Safe Mode with Networking"
    6. Open Internet Explorer and go to http://bit.ly/RDxmNn
    7. Click on ‘Save’
    8. Choose the location as desktop, save the file on the desktop
    9. Open the Zip file
    10. Run the McERTFixWrap.exe
    11. Restart the computer by clicking “OK” (when prompted)

    If the above steps do not work, then perform the following steps:

    1. Power off the computer
    2. Restart the computer, tap F8 on Dell logo 2-3 times
    3.  This will take you to ‘Windows Advanced Boot Options’
    4. Choose ‘Safe Mode with Networking’ in the Advanced Boot menu(F8)
    5. When Windows finishes loading in Safe mode with Networking, check if you are able to connect to the internet in "Safe Mode with Networking"
    6. Open Internet Explorer and go to http://mvt.mcafee.com
    7. Click on Run to install the McAfee Virtual Technician (MVT)
    8. After MVT installation completes, click Next to run the scan
    9. Once MVT detects an issue with the McAfee software, leave the default option as ‘AutoFix’ and click Next
    10. When the ‘AutoFix’ completes, restart the system
    11. After the system restarts, Right click on the McAfee icon > Choose Update > Click on About and ensure that the DAT version is 6809 or above

    If the above step does not work,

    Please run the Fixit for Windows Update:

    1. Click on the link http://bit.ly/PV8vtH
    2. Click ‘Run Now’
    3. Click on ‘Save’
    4. Choose the location as desktop, save the file on the desktop
    5. Right click on the file and choose ‘Run as Administrator’
    6. Choose ‘Allow’ if prompted
    7. Follow the on screen instruction to run the program
    8. Restart the computer

    thanks for your swift reply once again!

    I've tried all of the options you gave me but windws update still doesn't work, I've got a new DAT-file that's above the recommended number but the Firewall is still not working either.

    When I did the first step and restarted, it was just the same and Windows Security Center isn't working either, just like before.

    The second option was the same, Virtual Technician couldn't fix 5 issues (had only one before). And the third and final option didn't work either.. I've tried that option before without any luck.

    I hope to hear from you tomorrow if possible. If there's nothing else to do I guess I have to restore the computer to it's original state or am I wrong?

    Thank you for the quick response. Let’s try the following steps,

    Please uninstall Mcafee from the computer:

    1. Click Start.
    2. Click on ‘Control Panel’
    3. On View by: choose Large icons
    4. Click on ‘Programs and Features’
    5. On the new window, click ‘Mcafee’ highlight it.
    6. Click ‘Uninstall’ at the top
    7. Follow through the prompts in order to remove the software.
    8. Restart the computer

    If the above steps do not work, then try the following steps to uninstall Mcafee from the computer:

    1. Download and run the McAfee Removal Tool
    2. Click on the link http://download.mcafee.com/products/licensed/cust_support_patches/MCPR.exe
    3. When prompted, click on ‘Save’
    4. Choose the location as desktop, save the file on the desktop
    5. Right click on the file and choose ‘Run as Administrator’
    6. Choose ‘Allow’ if prompted
    7. Follow the on screen instruction to run the program
    8. Restart the computer

    Note: Please ensure that you have the Mcafee account’s username and password or the disk for Mcafee software using which you can install Mcafee back on the computer.

    Now run the Fixit for Windows Update as mentioned above. If none of the steps work, then we will have to restore the computer to its original state.

    I did the steps above and nothing worked. Windows Fixit didn't repair the issues. I haven't re-installed McAfee since I suppose that I have to restore the computer to its original state.

  • Hi!

    Thank you ever so much for all your help with my issue! I haven't the faintest idea why this appeared in the first place but everything seems to be functioning well now.

    I have updated everything in Windows Update as well as McAfee. I'm in the process of syncronising my online storages with my computer so that I can put everything in its place!

  • i have the same problem and wanted to use this solution...but   the dell logo does not appears how do i know when to press F8 key (i have alienware M18x laptop)
