Latitude 7350 with Windows 10 will not boot

I'm having an issue with my Latitude 7350 with Windows 10. All was fine and then when I installed Intel Dynamic Platform and Thermal Framework driver from Dell Support page the system will not boot. Comes up and immediately shows "Shutting Down" and shuts down. Can go into BIOS or run Diags fine. Is there a way to "Safe Boot" in Windows 10 so I can disable or uninstall this?
