The way to fix bootmgr is to do start up repair but how do I run start up repair if it won't boot from anything? And I can't find an option in bios to disable the hard drive? And I can't open the case because it would void the warranty? And Dell says that my two year warranty, which has a year left, doesn't cover this problem because it's an OS problem, but the reason I can't fix the OS problem is because the computer won't boot from anything and isn't that a hardware failure?

Reboot and quickly hit F12 key for Dell Diagnostics or F8 and do a repair
It sounds like it is a hardware problem in that the hard drive is probably toast.
