I'm using Dell inspiron 4030 notebook (new) . I tried to reduce the brightness using keys (fn + brightness key) but it does not work. Is there something to do with drivers ?
See if you can set the brightness in the Power settings.
There is no contrast adjustment for LCD screens.

New computers do not use the FN key with the brightness key. Try the brightness key alone. You can change this behavior in Windows Mobility Center. The F keys serve double duty--with and without the Function key.
