Can't access F8 to reinstall System Image after Windows 7 stopped working

My son owns a two 2009 Dell Inspiron 1545 laptop computer, running Windows 7, 64 bit.

Somehow it registry was corrupted. He had no restore points (I think he may have wiped them out when he defragged the hard drive.) Now the computer will start up Windows 7 from the hard drive.

I have a Repair Disc. It will load, but it will not load in safe mode, any version. I ran a diagnostic and got the following messages:

Error Code 0F00:1344

Msg: DISK – BLOCK 6280099, replace disk

 

Error Code 0F00:065D

Msg: DISK DST Self-test Read error

 

Error Code 0F00133C

Msg: Disk – No suitable disk media is present

 

Error Code 4400:0011A

Msg: SCSI_0-000_Disk_Generic_Multi-Card – Target not ready

 

Also,while I can load F2 and F12, I cannot load F8. There is a backup image on the hard drive but since I can't access F8. It does me no good.

 

BTW, one time I did access F8 and strarted the process of restoring the image, but the computer froze and after waiting several hours, I gave up.

 

Should I assume that the hard drive is cooked?

Is it possible that the computer thinks the hard drive is bad because the registry is corrupt?

Is there any way I can access F8?

Should I be looking into buying a new laptop?
