The problem is that the screen of my laptop ( Dell Inspiron ) starts flickering with lines black and white and nothing will move until I switch it off from the power button. I took my laptop to the authorized Dell branch in my country and still they didn't do anything. Please help me.

I would suggest you to run LCD BIST on the system, you may get an error in case there will an issue with the LCD, To run the LCD BIST (Built in Self-test) Press and hold the D key on the keyboard while pressing the power button, then release both simultaneously .
This will initiate a grey screen, then Red, then Blue, then Green then White, to allow you to inspect the entire LCD for color purity on each screen and to better identify defect such as cracks in the LCD or stuck pixels that may not be apparent in a normal viewing mode.
I would also suggest you to connect an external monitor with the system and press FN+F1 to transfer the display. If it’s working fine then LCD has to be replaced.
You can also check system in Safe Mode with Networking, follow the below mentioned steps:
If it’s working fine in Safe Mode with Networking, try to uninstall the video drivers and restart your machine.
Also, run dell diagnostics on the system. To run dell diagnostics, Turn on the system, press <F12> at the initial Dell logo screen, and select Diagnostics from the boot menu.
In case issue still persists please reply back with the model number and operating system installed.
Please reply if you have any further questions.
