Partitioning a 3 TB HDD?

I just purchased an internal WD Green Caviar SATA III 3 TB HDD to use as external usb storage. I have a Dell 400 XPS machine running Windows XP.

I have used Google to try to figure out how to partition it so I can use it, but obviously I am too stupid to understand what I am reading, because I can not figure out what I need to do.

Can anyone provide me with easy to understand steps to partition this drive into two partitions that my computer and BlacX usb device will recognize? If necessary I can install the drive in my computer to format and partition. I am not going to use the a 3 TB HDD for the OS, just storage.
