I have a 6450 in my mini-ITX with 220-watt power supply. It works well.
Yes there is a MAX The thermal design power (TDP) factored in. So with 5450 cards you are guaranteed NO MORE THAN 25W for example. In reality its more like 19W. The 6450 Goes up to 35W etc. The other "FACTOR" is that some cards have a TALL heatsink that takes up more than 1 slot.
In some cases this prevents the card from going into the slot. Thats why Single Slot wide systems Like Optiplex 620, 745, 755 etc cannot use 12 inch long cards Nor can they use Double Wide cards.
There was a Guy that Shoehorned a 5670 into the 990 after using hacksaw, dremel tool, and then electric tape to hold it back together since the cover no longer latched.

You can run other HD 5450s, but I don't see that you would notice much difference. The HD 5450 is not a gaming card so whether you have 1GB or 512mb it really is not going to matter much. Yes, you would be better off upgrading to the HD 6450 since it is a better performing chip over the HD 5450.
I don't know what a 'gaming card' is, but I can play Mass effect 2 and 3, as well as Metro 2033 with the 5450. My real question is if I can run a higher card. I was told on the forums I could'nt go bigger than a 5470. Anyone running a 537s with a better card than a 5450? Thanks for all replies. Stich
There are Video power supplies that replace a 5.25 inch optical drive. So if you can get the card into the slot and add AUX pci-E power then theoretically you could use a better card. But better cards tend to need the HACKSAW dremel route to fit in the case.

FYI I had a Sapphire 6570 installed in a Vostro 220s (very similar to the 530s). It's more powerful than the 6450 but still within the capabilities of a 250-watt power supply.
