How can I restore the Dell Internet Start Page? I'd set it up and had been using it + features but it has disappeared and been replaced by a Google Internet Start Page.

I simply Googled 'Dell Internet Start Page?', and that was the very first hit
To set it as your homepage, open Control Panel/Internet Options, copy/paste the URL for the page (http://www.google.com/ig/dell) into the homepage box, and click 'Apply' before closing the Internet Options box.
It should subsequently open that page each time you start your web browser?
