There is a Second notch on PCI-X slots. The Keying for 32 bit 33mhz slots was not changed to reflect that. PCI 2.3 DROPS SUPPORT ALTOGETHER for cacheing and 5v signaling. UNIVERSAL PCI cards have 2 keyway slots so they work in newer machines and servers that have 64 bit 66/133mhz slots with 3.3v only signaling. If you dont like that you have to complain to the PCI SIG not dell. The slots are made to current Spec. Dell SHOULD post a FAQ though that explains and shows the PHYSICAL differences between PCI 2.0 and PCI 2.3 as well as NON SUPPORT for 5V cards in Newer systems.
Its the same Game with AGP slots but AGP has been dropped.
Original AGP cards were 3.3v AGP 1X/2X, Then they became 1.5v 1X/2X/4X, then .8v 8X
Some motherboard makers didnt put a key in the slot so a 3.3v card would literally go into flame out mode and EAT the motherboard. Some cards even though they should tolerate 1.5v AGP dont and so they too FRY your Dell with AGP forever.
As CPU's and Chipsets voltages got lower and lower the rails driving the slots had to go down to keep up. Think about it CPU's went below 2.0 volts aka 1.4v tulatin and 1.3v Prescott Pentium4
I think the barrier speed wise is that they cant make a .5v cpu because the signals on the board would be interfered with from noize from microwave ovens and hair dryers and perhaps other things.
