I have a strange problem, and I hope you can help - I am using a Hitachi Deskstar 7K2000 HDS722020ALA330 in an external caddy - I formatted it with 4 partitions using Easeus and it shows up perfectly on two computers (below) when in the caddy - (partition drive letters E / G / X / Y ) - Then I purchased a new media enclosure (SUMVISION CYCLONE PRIMUS) to enable me to watch the videos stored on it on my TV - this is where the problem starts - The Sumvision with the Hitachi Drive (and any other drive) is recognised by my Acer laptop, but when I connected it to my Dell, the drives show in my computer for a split second, and then it keeps cycling through warnings for each drive letter saying they need to be formatted (and if I try to click format, it fails anyway) (it is the same with other drives too) I cannot get my head around why the drive is recognised fine in a normal caddy on both computers, but on only one seemingly similar computer when in the media caddy. The only other information is that the Dell (which it doesn't work on) has quite a few drive letters (C, D , F, N, O , P , S , U , W , Q) - but that would not explain why the drives work in the caddy, and not the media enclosure- Computer it does not work on - Dell Optiplex 990 - Win 7 64 bit Pro SP1 Computer it works on - Acer laptop - 4910 - Win 7 64 bit SP1
I had tried updating the chip set - no improvement
I booted into Win7 64bit safe mode, and the media caddy with the aforementioned drive works perfectly -
If it works on the Dell in Safe Mode, then something loading at normal startup is probably causing the problem.
You might want to go to Startup tab in msconfig and uncheck the entries, one or a few at a time. Each time you uncheck something, exit msconfig and reboot. Put a check in the "Don't show this again" box that will appear upon rebooting.
If the unchecked item(s) isn't causing the problem, be sure to re-check it (them) before unchecking something else. Repeat until you identify the offender. What to do once you identify the offender may depend on exactly what it is...
NOTE: If you plan to uncheck your antiviral software and/or firewall to test this, I strongly recommend you disconnect the network cable (while the power is off) so the system doen't connect to the internet without appropriate anti-malware protection.

PROBLEM - SOLVED
I found the issue is related to a running service - TDM Service Tdmservice.exe - by WAVE - I am not sure if it is specific to DELL machines, but now I have disabled it, the external media drive works and shows up fine. A quote I found online "The TDM Service must be disabled on Dell Workstations in order for customers to successfully capture and playback from an internal drive." avid.force.com/.../zh397451

The USB does not provide MORE THAN 500ma of power and the Drive wants more.
You MUST use a Powered Hub or Y cable. AND you MUST USE a power supply on the SUMVISION CYCLONE PRIMUS ENCLOSURE.
This is not a dell issue.

The drive is self powered - It has its own power supply - The drive also works fine on my Acer laptop, and also on the Dell in safe mode. -
If the drive works fine in safe mode it sounds like the drivers for it are not signed. 64 bit windows REQUIRES signed drivers. You could try pressing F8 during each and every boot and choose the DISABLE Driver signature Enforcement.
The problem about this method is you have to do that EACH Time when you boot up Windows and if you forgot to select this option, you won’t get to load the unsigned drivers and the DRIVER / Device won’t work.
I think the drive uses drivers that are included with Win7 - (the drive shows up in Device Manger under the Hitachi drive code, and the driver is a windows on) - The "Disable Driver Signatature Enforcement" suggestion did not solve the issue in any case. - The drive works fine with the Acer Laptop also running Win7 64bit
If It has USB Malware on it then Antivirus software would be disabled in safe mode. Specific drivers and features are not loaded in safe mode.

There is definitely no malware on the drive
This is not a Dell product. You say it works in safe mode. Its not a Dell Support issue.

But I only get this problem on the Dell though, and not any other computer (I have tried 4 other computers of different makes running Win7 and it works fine.
That's the "Trusted Drive Manager' designed for encryption of hard drives, amongst other things. There may be a conflict with the media caddy hardware/software and TDM Service, but disabling TDM Service may affect security on your Optiplex.
Thanks for the advice , had a problem with a two new Dell T1600 systems where there was a high latency when changing from mapped network drives to the local C drive... after reading your posts , and noting that in the task manager the Tdmservice.exe was constantly utilzing between 10 and 13% of the CPU resourses .....
The T1600 has connected to it an external usb backup drive (permanatly) if I disconnect the drive no more latency between changing..... so I followed your advice , disabled the TDM Service reconnected the usb drive and hey problem solved!!
