You can install the ATI CCC from here, http://www.driverheaven.net/modtool.php . Make sure you follow instructions EXACTLY,don't skip any.

If you paid for it,then call dell they will send you out the disks you need which are the Vista CD and Creative X-Fi CD.Make sure you install the laptop audio drivers BEFORE installing the X-Fi.

Which network card do you have,Dell wireless,or Intel?....

Did you run the FULL set of diagnostics tests?....Those you posted as passing are only the short test.You need to run full tests on video and system memory. Then post back with results.
