Optiplex GX270 No VIDEO after boot while POST is still running!!!

This PC for reason when I depress the power button on  my PC, it starts to boot perfectly, my monitor turns on and then shuts off while the POST is still in process. I've already updated the bios to A07 and the problem with the monitor turning on then off still exist.  I'm currently using on-board video, not  a video card at all. I've tried turning on\off THE USB Emulation in the BIOS and the problem exist. 

I know I'm missing something, but what?

Any solutions?

Hello,

take a look at capacitors near processor, maybe it would be swallen or damaged...
