No desktop icons, start bar, or task bar...

I have no start bar, icons, or task bar on my desktop, just the wallpaper. I have done nearly everything I know how to do. Basically this all started from a virus and I decided to reformat the computer. It made the computer go back to normal and so I started to download the drivers that I received with the computer. When I finished installing them, I rebooted and then everything disappeared. I use CTRL+ALT+DLT for getting on the internet and for running some programs. I don't have the latest internet explorer if that helps in any way. The computer is an Optiplex GX280. I'm sorry if I posted in the wrong section but I'm very desperate to get my computer to normal. Help me, please!!!

If you formatted then the virus should be gone. Note I said should be. Do you know what virus it was? I suggest finding a program to write 0's to your drive. But if you do that keep in mind it will wipe ALL partitions. Then put the XP CD in and boot to the CD and go thu the setup that way.
