Remove the hard drive, mount it in an external case or as a secondary in another system, and use a fully updated virus scanner to scan the drive. Then replace it in the original system and try booting -- if it won't, you can try a repair install of Windows, or do as the technician suggested - which is probably the best course of action - and restore the system back to its original state by using the Dell quick restore. This IS data destructive, so BACK UP your data files while you have the drive attached to the other system.
