Dimension 4550 Event Log Error Messages and slow performance

I am using Windows XP Service Pack 2.  My computer has slowed dramatically at start up.  I've done all the normal defrag, disk cleanup, etc etc.  I also used PCPitstop to optimize. It is still slow.    The event log shows 2 error msgs at start up every day.  One is id 7000:  WinPPoverEthernet service failed due to system not finding the file specified.  The second id 7023: COM host service terminated with the following error:  catastrophic error.  Are these two error messages related to each other?  Is it a hardware error?  I moved the ethernet port on the router to a different slot but there was no difference.  (There are 4 ports on the router).  Could it be that the ethernet port on the desktop itself is not performing correctly?  I looked at the Microsoft information on the two errors and did a DOS prompt to see the list of services but these two didn't show up on the list.  I couldn't effectively make use of any of the Microsoft information. 
 
Once the computer is finally up and running (takes 10 to 15 minutes to initialize at start up) it works better.  It is slower than normal when accessing the internet but is tolerable.  When performing actions not involving internet access it seems to perform OK...no particularly slow actions.
 
Can someone offer some information on these errors and how I might fix it?

WinPPoverEthernet sounds like it is trying to log into your Internet account using PPOE (Point to Point Over Ethernet). What kind of Internet service do you have (cable or DSL)? DSL requires PPOE (generally) but most routers can do this.

Basically it sounds like it is failing because if can not find a file on your machine. But as I noted above, you might not need this service.

Changing ports on your router shouldn't change anything.

Did you change anything on this machine recently?

You might do a virus/malware scan to make sure there is no malware running.

You might also check your startup programs using msconfig to see if there is anything you can disable.
