T110 fan noise HELP?

I got this server hoping to run it in my home office. However, it is obnoxiously loud, even when idle. I went and found my SPL meter and it came up with 55 db 1ft away from the server back end. I use the "minimum power usage" for the fan setting in the bios.

Is there any way to fix this?

Btw this is the wording on the web site: "Our high efficiency, low-flow fans are designed to only spin when needed to keep things cool, but they also help keep the server quiet for your office environment." I'd say none of that is true for my server. It uses a 4000 rpm, 46db (manufacturer rated) fan for the case fan.
