Blue screen on shutdown

I am receiving a blue screen each time I shut down or reboot.  IRQL_NOT_LESS_OR_EQUAL   I have updated my drivers and still get the screen, even when  shutting down from a diagnostic start up.  My guess is a problem with WinXP.  If I use PC Restore, does it reinstall windows, or just clear out the extraneous additions to take it back to the original state?  Is it possible that the same driver will still be corrupted?

The Dell Recovery Partition  (CTRL/F11 at initial boot up on XP systems) will restore the PC to the original factory condition.  If it worked originally without problems it will work without problems after the reinstall (assuming there is no hardware problems).  But, before you do the restore, save your user data, e-mail address book, etc to some other media (CD's, USB drives external hard drive) as the PC restore will erase the hard drive before reinstalling everything.
