According to a Microsoft Tech Article (doing research on this), if the Administrator log on is lost, the ONLY option is to reinstall Windows (complete clean install). The reason given for that is, if there were a way to get around that then someone could hack into your system or if the PC was stolen the thief could get into it.
Since you do have the user account, you MAY be able to access your user data and save that to some other media as all will be lost when you do the reinstall (unless you have that data backed up on separate media).
If you have a PC with the Dell recovery partition on the hard drive, that is (unfortunately) the easiest way to recover. PC's with the recovery partion and Windows XP use CTRL/F11 at initial boot to access the recovery partiton.
This is a perfect example of why periodic backups are needed - not for "if" it will ever be needed but for "when" it will be needed.
