The requested lookup key was not found in any active activation context

This box keeps popping up like crazy.  I can't click on my favorites, or overwrite them, or delete and create new ones (new ones don't work).  I've tried to download both Firefox and IE8, but that message pops up.  I have a Latitude E5500 and had to do a reinstall last night due to a "windows system 32" error.

Can anyone here help with this?  It will not let me download a new browser, or click on an links in my emails or FaceBook.  It will not let me click on my favorites.  I have to go to Google to search for any site I need to go to, then I can click on it.

What can I do?  This is SO frustrating.  I tried to do a "System Restore" but it didn't work.  It would only let me go back to the day it messed up... (Monday)
