Installed new motherboard

I hope someone can help me.  My Dell PowerEdge Server 1600SC's motherboard was no longer working properly so I had to replace it.  I was able to purchase a new motherboard part #1X822 from an outside vendor (I confirmed with Dell part for the correct part number before purchasing it).  I installed it properly (?).  When I turn it on, the machine "starts" but I cannot see anything on my computer screen.  I do not see F2 for setup, nothing.  I have tried to boot with a floppy with the latest BIOS, no luck.  I have tried to boot up with Server 2003 in CD drive, no luck.  I have uninstalled my HD to see what happens when I boot, no luck.  Any suggestions?

Other than the possible faulty hardware or incorrectly mounted/connected board, it's possible that this board has a bios that's not compatible with your processor. This would mean you'd have to flash it (with another processor in the system) and then put in your processor again.

How would I know if I have a faulty hardware or incorrectly mounted/connected board?  Attached the proper cables in their respective slots and the motherboard slides into place.  I am a relative newbie for servers so I do not know how to flash a bios (esp. with another processor in the system).  How do I go about doing this?  Thanks for your assistance.
