powerconnect 5448 and 2848 port enabling

As I am new to this type of work, I need to know how to "enable" five each ports on these power connect units.  The 5448 appears to be ready, as I hook a computer to the lines, they become active.  However, the 2848 is for voip phones, and are not enabled into the network? or are shut off.

What do you mean "shut off"?  Do the link lights come on?  If not, are the phones POE phones?  The 2848 is not a POE switch.
