xps m1730 Fan speed

I have tried all the suguestions and recommended tricks I can fine and have had no luck.  My XPS M1730 runs hot and there appears to be nothing I can do to get the internal fans running at a faster speed.  I bought a "cooler" and it seems to work, but I think if the internal fans ran a bit faster, when the system heats up, the cooler would not be needed.  At idle, on a desk, the system runs around 70c.  If I launch World of Warcraft (it's a World of Warcraft edition machine) the temp starts to climb.  At around 75c I turn on the cooler fans and the temp can drop to the low 60's and sometimes high 50's.  The internal fans NEVER run above low speed.  Is there any way to get the internal fans to participate?  My system is a M1730 WoW edition.  T9300 processor, 4 gig memory, 120 gig drive and dual 8700 GT video cards.

If they are 4 wire fans, you could trick them into full speed by disconnecting the PWM wire.  It was a blue wire on each of my Dell fans.  This made my system run much cooler, the only drawback would be shorter fan life.  I guess if you wanted, you could put a switch on this wire, which would open and allow full fan speed only when needed.
