My monitor, 1704FPT1, will run normally for a bit, then "flare" a little, and quit. I can restart it, but only for a few seconds at a time. IF it's off for a while, it starts okay again, then the cycle repeats.
I would suspect a power supply or defective electronics in the unit. If it's still in warranty, call Dell support. If it's out of warranty unfortunately the best option is to look for a new monitor, considering the price of a new 17" monitor.
