Are there XPS laptops out there that can have their fans controlled by third party utils?

Hi all!

I'm looking to find a replacement for my P1 Gen 2 which actually has a decent webcam installed.
It needs to be out to be viewed full screen, be sharp and have reasonable colour rendition. In other words, something equivalent to an XPS unit.
Does such a laptop exist?
All the reviews I've read on notebook check seem to indicate they're all as bad as the one I have already or worse

Any tips gratefully received
