XPS 8960, external USB drives read and write slowly when connected to rear USB ports

Hello all,
I have a new 8960 (14th gen core i9, 64 GB RAM, added 2 18 TB SATA drives, 1 TB M.2 SSD system drive). When attaching external USB 3.0 hard drives to any of the 4 type A USB ports on the REAR of the 8960, the maximum write speed is about 40 MB/sec. When I attach THE SAME hard drives to any of the type A USB ports on the FRONT of the 8960, the read/write speed is approximately 4 times faster (typically 155 to 165 MB/sec).
Per the manuals for the 8960, 2 of the type A USB ports on the REAR are USB 3.2 Gen 1, the same as any of the type A ports on the FRONT of the 8960.
Is this a hardware issue with my computer? If there a BIOS setting I need to change? The problem is NOT with my external hard drives .. I also did the test with some portable USB 3.0 drives and had similar results.
Any help is appreciated.

Addition .. I failed to mention that the REAR USB 3.2 type C port allows a connected USB 3.0 hard drive to be written to at high speed ..
AND .. I purchased a fairly inexpensive powered USB hub from Amazon (Amazon.com: Powered USB Hub, Rosonway 7-Port USB 3.2/USB C Hub with 10Gbps USB-A 3.2, 2 USB-C 3.2, 4 USB 3.0 Ports, Individual Switches and 12V Power Adapter, Aluminum USB Port Expander for Laptop/PC, RSH-A107C : Electronics) and connected it to the REAR USB 3.2 Gen 1 type C port. I connected by 2 external USB 3.0 hard drives to USB 3.0 type A ports and lo and behold, I can write to the disks at speeds over 200 MB/sec.
