Optiplex 3000 tower, like its higher class models 5000/7000 tower use Dell proprietary 8 pin atx12vo Psu for which there is no known adapter yet. The max oem psu offered by Dell for 3000 is 300w b/c the 3000 is entry level model.

The coolermaster psu is not c/w 3000.

400W internal power supply unit (PSU), 92%
Efficient, 80 Plus Platinum
500W internal power supply unit (PSU), 92%
Efficient, 80 Plus Platinum

DP/N for the 400W: XYD3F, X4XV7, 1GPJ4

DP/N for the 500w: VFFKJ, DYW3N, CW96Y, RJVH9, C20GG

Edit:

3000 tower mobo has 8+4 pin

3000 SFF mobo has 8+4+4 pin

5000/7000 tower mobo has 8+4+4 pin

it remains to be verified whether 400/500w with 8+4+4 pin is c/w 3000 tower.
at this point it can be presumed that 400/500w psu are c/w 3000 SFF.

What we do know from Inspiron 3910 and 3020 user validation (which also has 8+4 pin) is that certain Dell oem psu with 8+4+4 pin is still compatible.  “"when it comes to a 4+4 you never have to plug in both if the board doesn't have the second plug.”

The validated Dell 500w psu model is
