T7910 Dual CPU workload Distribition

I have a T7910 Workstation with 2 Intel E5-2687W v4 processors with 128G of RAM and was wondering why the workload seems to shift between CPU 0 and CPU 1? It seems to alternate each time I cold boot and one cpu is doing most of the work while the other is doing almost nothing. One day it's CPU 0, the next is CPU 1.  Is this normal? Is it possible to divide the workload evenly? I do a lot of video editing and while 12 cores per processor is much more than say, 4 or 8, it would be nice to be able to utilize all, or most of the 24 I have. Also, turbo boost never kicks in as I never seem to get above just below base speed. Any help in me understanding how this works would be appreciated.
