T1700t dell precision cpu problem

Hey I'm having a big problem 😭!!

Which I want to resolve ASAP my CPU IS not turning on IDK why it is not displaying it is not starting

my CMOS BATTERY AND power supply have no issue but I think there is problem with my motherboard or either surge protector
