9020 SFF Missing PCI Drivers
Optiplex 9020
Missing PCI drivers. Please advise.
I'm having issues directly uploading images so I've included links screenshots:

9020 SFF motherboard does not have old PCI slot (white).
in my experience with 9020 SFF you can ignore those dev mgr errors in Windows 10/11. the PC functions well without need to install all the drivers.

If the device doesn't physically exist, will the dev mgr entries reappear after reboot if I uninstall the devices?

Yes it will reappear in dev mgr. Just ignore the missing driver.

The PCI Simple Communications Controller is part of Intel Management Engine and the error in Device Manager indicates missing or corrupted Management Engine driver. Without installing a proper Intel ME chipset driver, the error does not go away and your system performance may not function properly.
Was the Intel ME driver resolve your issue?
