U2724DE, XPS 15 9570, video works, USB downstream ports not working

I have a monitor Dell U2724DE and laptop Dell XPS 15 9570. These are connected via Thunderbolt cable. Video transmission works perfectly. However, when I connect any device via monitor (device --> monitor --> laptop), the device is not recognized. Is there any way to solve this problem?

To receive assistance from Dell support agents they need to first verify the ownership and warranty status. Click the blue "Get Help Now" on the right to start a private live chat session. Share the U2724DE and XPS 15 9570 private Service Tags with them.

Be specific. What external device to what port on the U2724DE? See page 15 =

@DELL-Chris M​ Thank you for the reply. I chatted with "Get Help Now" and they were able to verify my device.

My Dell XPS 9570 is connected via Thunderbolt 3 (USB 3.1 Gen 2 Type-C) port with Power delivery.

It is connected to Dell U2724DE. Laptop and monitor are connected via Port #6 (Thunderbolt 4). 

When I unplug Thunderbolt (meaning, no connection to laptop), USB devices do get power and work. When I plug-in Thunderbolt, video works perfectly fine but no USB devices gets power or sends power to laptop.

My question is how can I use my devices by connecting them to monitor?

@DELL-Chris M​ Oh my miss. I changed the cables but I am still having the same issue (video transmission works but data from monitor USBs is not working).

The #7 TB4 upstream port only provides 90W back to Laptop. Plug the provided AC power adapter into the Laptop and retest.

You still have not told us what USB peripheral devices you are plugging into the U2724DE #9, #10, #12, #14, #15?
