Fan RPM

Constantly such revolutions, even without load.
Is it normal?

If you the issue is not resolved. A new fan may help 

I would recommend not to invest on such an old model

Never share personal info like service tag on public forums

Very limited options for you. 

This model was released more than 12 years ago. So it doesn't have modern bios features of fan and thermal controls.

Try above if it can help. 

I am assuming this being an old unit needs some internal cleanup. fan may have to work harder to keeping the temps low. 

If you can open the back panel. Clear the dust from vents, and fan blades. Applying some new thermal paste would also help

I completely cleaned the laptop.
And replaced the thermal paste too.
