Steps to make Dell Optiplex computer pass Pre-Boot Performance Check without displaying errors or warnings

A Dell Inspiron 3670 computer displays the message shown below after first being powered on.

These messages don't appear when the computer is rebooted or if it is brought out of standby or sleep mode.

The time of day not set message continues to appear even though the correct date and time are present on the computer and the BIOS battery is fully operational. The time and day always reflect the correct day and time along with the correct time zone and never has to be reset.

The user doesn't like this message since he always has to click the Continue button for the computer to continue booting into Windows 11.

I've already checked and installed the latest BIOS, firmware, and other Dell updates.

What setting in the Dell BIOS or elsewhere can be set or changed so that these messages will stop appearing every time the computer is powered on?

I'd still replace the motherboard battery before going any further.

The battery may be weak/dead so date/time are incorrect in BIOS setup. But, when PC boots, Windows typically syncs them on line automatically with a Microsoft server. So the user never sees an incorrect date or time.
