How can I reduce the fan speed to reduce the noise?

You cannot change cpu and chassis can speed as they are controlled by bios but you can try replacing the fan or cooler with a quieter one with the potential problem of getting a start up error if the fan spins much slower than Dell fan.

@Parabdi - Is the CPU fan, video card fan or PSU fan making noise?

Do you have the latest Intel Innovation Platform Framework driver, for Win 10 and Win 11, installed?  It can help reduce fan noise.

Sometimes a corrupted video driver can cause fan noise, so make sure you have the latest drivers for both Intel Graphics and for the add-in video card, if your PC has one. Be sure to select the correct version of Windows before downloading any drivers.

If it's the CPU fan making noise, it's possible the thermal paste between heat sink and CPU needs to be replaced.  You'd have to remove the heat sink, gently clean top of CPU and bottom of heat sink. Then apply a thin coat of fresh thermal paste and reassemble. See service manual for details.  And there are lots of youtubes about applying new thermal paste with good info, too.

I believe the 3910 is a 2023 model that shouldn't need the thermal paste replacing already, but it can't hurt to check it.

Are there any certain conditions, like GPU/CPU intensive games/apps, possibly a warmer environment, that's making the fans rev?

12th Gen Intel CPU used in Inspiron 3910 was released by Intel in Oct'21. The oldest BIOS listed for Inspiron 3910 is version 1.8.2 (Dec'22), so there are likely older versions going back to ~2021, which gives an indication how old this PC might be. And these days, who knows how long (cheap) motherboard batteries last?

Still, if nothing else helps, then new thermal paste is an available option.
